The mission of the Blueprint Communities initiative is to serve as a catalyst to revitalize older communities and neighborhoods.

Blueprint Communities is essentially a training process. It focused on the importance of taking a comprehensive approach to community revitalization. The training provided a step-by-step process that guided us in developing our own comprehensive strategy.

Elm Street is a component of Pennsylvania’s New Communities Program. It is a state grant program designed to help launch neighborhood revitalization efforts.

The Elm Street Program incorporates volunteer support, the leveraging of private dollars, strategic planning, rehabilitation and reuse of existing buildings, as well as streetscape improvements.

Through the Elm Street Program, grants are available for planning, technical assistance and physical improvements to residential and mixed use areas in proximity to central business districts.

A second component of the Elm Street program is called residential reinvestment. This component uses neighborhood strategies to support projects located within the target area.

Pennsylvania’s Main Street Program provides grants to help the downtown economic development effort through the establishment of an organization dedicated to downtown revitalization.

It ensures expert management of downtown revitalization efforts by providing funding for a full-time professional downtown coordinator.

Main Street grants focus on funding the administrative costs associated with Main Street Manager positions and offices as well as physical improvements supported by a downtown plan for a Downtown Reinvestment Component.

In addition, funding is provided for the acquisition costs and physical building improvements for an anchor building component.
